It is indeed with great relief to learn that after a long and tedious bureaucratic process; finally we got the Temporary Occupation License (TOL) or Lesen Pendudukan Sementara (LPS) for our guard-house. And this shall mark the ENDING (dismissal) to the Demolition Order for being alleged illegally occupying or intruding into public reserved land by the land administrator of Pejabat Daerah Sepang.

For your information, We supposed to get the TOL before our last ground breaking ceremony on 30/6/2012, however this was turned down by a standing order from the Selangor MB to reject all application for TOL on state land in relation with the issue of Green Lane in Sg Buloh on 8/6/2011.

Following that, the RA had written numerous appeal letters to the land office, including YDP of MPSepang, PTG, Exco and the Mentri Besar of Selangor. Anywhere we were grateful that YB Teresa Kok had personally committed to bring the matter to PTG and State Executive Council meeting. And our chairman was also selectively been invited to participate in a workshop called by the PTG for the re-examination and formulation of new policy pertaining to G&G and TOL matters.

Finally a circular (Pekeliling) was issued by the Pengarah Tanah & Galian (PTG)  Dato’ Kamarulzaman Bin Jamil on 14/3/2013 that guard-house approved by local authority is exempted from the Menteri Besar standing order or in other words guard-house TOL application is re-opened now.

Incidentally, according to land office officer PP8A guard-house was the 1st  TOL for guard-house being approved under the Pekeliling PTG Bilangan 1/2013

After seeing all these documents and letters above, one may ask: 

“Why the RA takes all the trouble and relentlessly going through all these hassles to apply building plan permit and TOL for our guard-house?”

For a successful G&G community scheme on non Strata Title Act (1985)  residential housing cluster,  it is a pre-requisite to get the guard-house legalized by the local authority or else risking of being demolished as evident in the Puchong Hartamas    (click to read more)  incident. It is understandably that not all  100% per cent of the residents are supporting the G&G scheme and agreed or abide to the fees collection structure, thus the RA is concerned that some of  the more reluctant residents may be anti-establishment , dissident or even ill feeling committee member may take the issue of guard-house illegality to sabotage our G&G scheme. The penalty is really hefty under Section 426 (1c) of the National Land Code 1965.

To ensure our security installations or equipment are rightfully in place, to protect our property and life in perpetuity,  to underpin and to enhance our property value, the RA wouldn’t want to run the risk of our guard-house being demolished and thereby jeopardizing our successful setup of  the  much sought after Gated & Guarded Community Scheme Status


  1. Hearthiest congratulations to Phase 8A and Mr Kong for getting the the TOL approved. According to Sepang land office this is the first TOL approval for guard house in Selangor after PTG Pekeliling 1/2013 and the honour goes to our TPP 8A. Hopefully, with the TOL approval and later the G&G approval, more phases in our TPP will be able to legalise our guard house.

    Personally, I saw for myself the frustrations of dealing with the authorities that TPP 8A and Mr Kong has to go through for the TOL to be approved. It is through the dedication and perseverance of the Chairman, Mr Kong that the authorities finally gave the approval. As mentioned by Mr Kong, the need to have guard house legalised before we can implement G & G scheme in non-strata title or landed residential housing. This achievement is indeed worth the tremendous effort and dedication put in considering the fact that many residential housing areas in Selangor have been told to remove their gate to control access due to complaints from disgruntled residents/public.

  2. We are really happy to get this TOL by our effort especially the Chairman Mr Kong. Thanks to the “moron developer” we have the opportunity to learn all these bureaucratic process. From the very begining, we are suffering from financial support for the initial guard house setup, penalty from the authority, pressure given by the residents, and uncountable difficult path we have gone through. We are helpless, no one from the developer side willing to lend a hand to us but instead given tremendous amount of shit to us.

    I’m still remember the first tripartite meeting we had with the so called DIRECTOR from plenitude HQ that he is the person incharge for 8A. This was his 1st project and he was proud of it. Indeed the design is good, I love it. But he had missed out that he shall be proud of his fantastic bull shit that had dumped onto the resident and wash hand go away. Idiot director you are surely fantastic creating shit to the resident, you are awesome!!

    I can’t imagine that the developer had built over 10 phases by repeating throwing the same shit to the resident of taman putra prima. 8B committee still has to work very hard to legalize their guard house. Due to the guard house was “wisely” constructed by the moron sitting over a drain, it may be just a dream forever for the legalization of their guard house. Once again, a great effort from developer and there might be more victim for the upcoming project. Still unknown.

  11. Thanks to our Chairman, Mr Kong Kok Meng, for going thru this long ‘battle’ to get the TOL for our guard house. Another historical moment is created for not just Phase 8A but also for Taman Putra Prima. Like Terence said, no other chairman has been this determined. He ensures his promise to the residents of Phase 8A is materialised. The Phase 8A RA has gone thru so many obstacles from within and outside of Phase 8A. Finally, we can be proud of ourselves for the achievement we had gained so far.

    Mr Kong a job well done, this is no shoe shining statement, I can testified the agony he went through the whole process.

    You are one hell of Chairman for a resident association. “I have never seen the determination in any Chairman like yourself, in getting things done” (The exact words Councillor Santokh Singh had said during our meeting last week)

    Taman Putra Prima have created a historical event by being the first guardhouse TOL approval in Selangor afer the PTG Pekeliling 2013/1.

    TPP is close to 13 years old now. … TPP is like a child born and left to defend for himself by Plenitude Permai

    All guardhouses in TPP are built for convenience sake. Today history will change .

    Due to the blunder/convenience sakes/pure stupidity of the developer, phase 8B is facing an uphill battle and phase 2A in dilemma because thanks to Plenitude Permai Sdn Bhd subsidiary of Plenitude Bhd, phase 8B was given a guardhouse built over a drain (against Municipality regulations) while 2A fencing by developer included a public common road , unless phase 2A can afford to pay for fencing about 1.7km to exclude the public road there is no way 2A can get G & G scheme.
